A very rare pair of C1830 steel-framed specs for photophobia (i.e., hyper-sensitivity to light). If the lenses were not blue tinted one might think that they were protective specs but the combination of the tinting and the attempt to block peripheral light would almost certainly indicate that the relief of photophobia was their intended function.
